In a metaphysical sense, the F-16 can trace it's genealogy to the very first fighters, for it is as close to the ideal fighter as any of the historically great fighter aircraft. The F-16 is notable for being the best clear air mass air-to-air fighter ever designed. The fact that it has also turned out to be one of the best air-to-ground tactical fighters ever designed, without losing any significant air-to-air capability, makes it even more remarkable. The F-16 grew out of a 1970 directive, to the Navy and Air Force, from Deputy Defense Secretary David Packard, in which he ordered the services to select technologically innovative programs for proof of the 'prototyping concept'. Prototyping was envisioned as a method of making sure that the services would be buying the right weapon, at the right price, by having competing contractors build prototypes that could be tested against each other.
